Since 1994 Slovenia has actively participated in cooperation
programmes of the NATO Alliance with non-member states and has aspired
for full membership in the Alliance. Slovenia hoped for an invitation
for membership in 1997, but at that time the alliance was able to
reach a consensus on membership for only three new states. Following
this expansion, though, NATO remained open to admitting new member
states. In 1999 Slovenia was included in carrying out the
Membership Action Plan
(in Slovene), which assists candidates in carrying out the reforms necessary for
membership. Slovenia expects an invitation for membership at the NATO
Alliance's summit meeting in Prague in November 2002.
With Slovenia's full membership in the Alliance expected in a few
years following the invitation, Slovenia will achieve integration into
all the important organisations that shape security in
Europe. Although no organisation ensures absolute security, in view of
increasingly diverse sources of threats, membership in organisations
increases the possibilities for international cooperation and equal
roles in adopting decisions.
