Where did we participate so far?

ALBANIA (MAPE - Multinational Advisory Police Element)

Police officers from WEU Member States participated within the frame of the MAPE Mission in Albania in training of Albanian policemen, with reorganisation of the Albanian police and in preparation of legislation for its functioning. The basic aim of the mission was to approach the organisation and standards of activities of Albanian police to the standards of the European police forces, with special attention given to the respect of human rights and freedoms.

From November 6, 1997 to June 22, 2001 5 Slovene police officers altogether participated in this mission. They performed the following tasks in Albania:

  • Head of group of lecturers of law at the Training Centre in Tirana
  • Co-ordinator of activities for opening of the new Training Centre at Duress
  • Heads of the first and second MAPE field groups at Kosovo-Albanian border (refugee crisis)
  • Head of MAPE field group for evaluation of programmes for training of Albanian policemen
  • Area adviser and head of instructor's group for training of Special Unit of the Albanian police
  • Central adviser at the Ministry of Public Order for the field of border police activities.

All policemen held the rank of a senior police officer. Their mandate lasted 6 months with the possibility to extend the work in the mission for additional12 months (2 times 6 months).

The participation in the MAPE has shown adequate training, professionalism and proper equipment of the Slovene police in order to be able to participate in various types of peacekeeping missions.
