The Letter to the Secretary General of NATO, Lord George Robertson from the Minister of Foreign Affairs, Dr Dimitrij Rupel

Dear Secretary General,
A Slovenia's Team and a NATO Team have recently held a series of
talks following the invitation issued by NATO Heads of State and
Government on 21st November 2002 to the Republic of Slovenia to begin
talks with the North Atlantic Alliance leading to its accession to the
North Atlantic Treaty,
I would like to confirm to you my Government's interest in
receiving an invitation for the Republic of Slovenia to accede to the
North Atlantic Treaty of 1949. In this regard, I would like to confirm
Slovenia's willingness to accept in full all obligations and
commitments of the North Atlantic Treaty.
I would also like to confirm Slovenia's willingness to meet the
requirements of NATO membership as laid out in the 1995 Study on NATO
Enlargement, and to meet all other political and legal commitments of
the Alliance, including with regard to third countries.
Slovenia will respect the obligations and positions, which have
been spelled out during the recent accession talks. Slovenia is
committed to accede to the legal agreements and protocols requiring an
invitation by the present Member States of the Alliance; as well as to
the other legal instruments required for functioning properly within
the Alliance.
Slovenia accepts NATO's broad approach to security and defence
outlined in its Strategic Concept, intends to participate fully in
NATO's military structure and collective defence planning processes
and is willing to commit forces and capabilities for the full range of
Alliance missions.
Slovenia undertakes to allocate sufficient budget resources for the
implementation of its commitments upon accession to the Alliance and
to contribute to the Civil Budget, the Military Budget and the
Security Investment Programme of NATO on the basis of relevant
modalities at a percentage contribution level of 0,26% and 0,3018%
(the latter percentage applicable for activities to which France does
not participate).
Slovenia recognises and accepts that the Alliance relies upon
commonality of views, based on the principle of consensus in
decision-making, and will work for consensus in the Alliance.
Slovenia fully supports the continued openness of the Alliance in
accordance with the North Atlantic Treaty and the Madrid, Washington
and Prague Summit Declarations.
Separately from the accession talks covering the formal
obligations, Slovenia has taken into account Allied guidance and has
developed a timetable for completion of reforms covering specific
issues and reforms upon which further progress is expected before and
after accession in order to enhance Slovenia's contribution to the
Alliance and its goals and objectives. Slovenia is committed to
fulfilling this timetable for completion of reforms, which I have
attached to this letter.
