Civil Emergency planning in NATO
After the end of the cold war, a comprehensive approach to national
and international security issues has been adopted which includes, in
addition to the military aspect, also economic, social, environmental
and other considerations of modern security. This is manifested also
by NATO's new strategic concept on the basis of which the Alliance
developed, after 1994, mechanisms and instruments also for dealing
with crises and other dangers, such as natural and other disasters,
environmental aggravation, unexpected population migrations due to
security threats, etc. This is the area referred to as 'civil
emergency planning and crisis management'. Following the events of 11
September 2001, NATO has been directing a great deal of its efforts
also towards the protection of the population against possible attack
with biological, chemical and radiological agents.
Slovenia's Co-operation
Slovenia is collaborating with NATO in the area of civil emergency
planning on the basis of an annual individual partnership programme
and in accordance with the annual national programme for the
implementation of the action plan for NATO membership.
