Membership Action Plan
The Membership Action Plan is the fundamental document on the basis of which individual
candidate states prepare for membership of NATO. NATO first presented the Membership
Action Plan as an innovation at the last summit meeting in Washington in 1999.
Slovenia has to date prepared four annual membership plans
(1999-2000, 2000-2001, 2001-2002 and 2002-2003).
They were prepared on the basis of the NATO reports on Slovenia's
progress and taking into account already obtained individual
experiences in their implementation, as well as evaluations,
recommendations and warnings from NATO representatives and member
states.
Slovenia presented the Fourth Annual National Programme for
implementing the Membership Action Plan to NATO on 18 September
2002. Particular stress in the Fourth Annual Nation Programme was
devoted to:
- Slovenia's cooperation in the fight against terrorism and other similar security
challenges;
- Informing the public about Slovene preparations for NATO membership in order to
ensure that Slovene citizens are as well informed as possible;
- Restructuring the defence forces and the decision on a gradual transition to a
professional army;
- Appropriate funds devoted to defence;
